ABOUT COMMUNITY ACTION COUNCIL OF SOUTH TEXAS From womb to tomb, the Community Action Council of South Texas (CACST) helps people move from poverty to become self-sufficient by providing supportive services in the areas of Health, Housing, Transportation, Community Services, Youth, and Special Initiatives. CACST was chartered in 1965 under the provisions of the Economic Opportunity Act of 1964 as a non-profit corporation. The CACST focuses primarily on Duval, Jim Hogg, Starr, and Zapata Counties. It also provides limited services in other Texas counties including Brooks, Hidalgo, Kenedy, Kleberg, McMullen, and San Patricio Counties. Mission Statement The Community Action Council of South Texas will maintain a comprehensive human services network in Duval County,Jim Hogg County, Starr County, Zapata County, and other Texas counties greared to help people to become self-sufficient. To accomplish this we will work with public and private agencies to mobilize resources and build on the family values that make our community strong. Vision Statement "A Catalyst for Positive Change" POSITION DESCRIPTION The Executive Director of the CACST is the chief executive officer of the organization and reports to the Board of Directors. The ideal candidate will have passion for the mission and vision of the CACST and be a hands-on facilitator who can move the organization towards its goals. This individual will strategically guide, direct, and coordinate the efforts of others. The candidate must be able to function in the highly challenging and changing environment of a non-profit community organization, manage staff and volunteers, develop programs to enhance the visibility of the organization, and understand the fiduciary responsibilities of a non-profit organization. He or she will be a coalition builder as well as an effective leader and spokesperson for the CACST. The Executive Director will provide direction, management, and support in the following areas: * Leadership * Fundraising, Marketing & Public Relations * Operations & Organizational Management * Budgetary Development and Control LEADERSHIP * Promote the mission and goals of the CACST, implement established policies, and recommend new policies and/or revisions as needed; * Develop and implement a strategic as well as master plan focusing on the goals and objectives of the CACST; and * Address problems and present resolutions for issues of fiscal responsibility, fundraising, public relations, or general welfare of the CACST. FUNDRAISING, MARKETING & PUBLIC RELATIONS * Strategically build the philanthropic leadership in order to increase the capacity of the organization. * Actively increase assets through an effective campaign of donor cultivation, partnership development, grant writing, and coalition building; * Oversee all fundraising activities, and engage the Board of Directors in fundraising by setting goals as well as creating fundraising committees, strategies and events; * Serve as the primary public relations executive in promoting the organization; * Create and manage an effective granting (federal, state, local, private) and donor base; * Oversee the writing and printing of marketing materials including brochures, press releases, and newsletters; * With Board of Directors, attend fundraising and public relations activities as feasible; * Work with Board of Directors to maintain fundraising for annual operating needs during course of a fund-raising campaign. OPERATIONS & ORGANIZATIONAL MANAGEMENT * Oversee the administrative functions of the organization including all legal and fiduciary compliances; * Ensure that the organization is updated and in compliance with all federal and state laws as they pertain to its 501(c)(3) status; * Plan, organize, direct, coordinate, control, and evaluate the total operational program; * Develop and maintain close interagency working relationships with federal, state, and local public officials and executives of voluntary agencies and the community; * Keep the Board informed on the status of operations and proposed major procedural changes; * Appoints, suspends, and dismisses employees in accordance with the agency's bylaws and personnel policies and procedures. BUDGETARY DEVELOPMENT AND CONTROL * Oversee management and supervision of administrative functions including operational procedures, records, and financial management; and * Responsible for the development of the annual budget; ensure that budget limits are strictly observed. CANDIDATE QUALIFICATIONS & REQUIREMENTS * 10-15 years executive level leadership experience * Proven track record in organizational development, organizational operations, fundraising, and board development. Experience developing fundraising and/or marketing campaigns. Management experience in major fundraising initiatives a plus (i.e., capital and/or endowment campaign) * Experience with budgeting, strategic planning, and managing staff and volunteers * Exceptional personal communication and presentation skills * Excellent computer skills for report development, budgets, and promotional materials * Energetic self-starter, with ability to be motivated and work effectively in a challenging and changing environment * Bachelors Degree required; MBA or Masters Degree in Public Policy, Non-profit Management, or similar field preferred. COMPENSATION & APPLICATION DEADLINE
The Executive Director's salary is classified as a Pay Grade 10 on the CACST pay schedule, negotiable based on qualifications and experience. Application deadline for this position is July 31, 2007.
