Community Action Partnership

From womb to tomb, the Community Action Council of South Texas (CACST) helps people move from poverty to become self-sufficient by providing supportive services including child care, WIC services, immunizations, low cost or no cost medical and dental care, nutritious meals to the elderly, adult day care, transportation, housing repair and new home construction, assistance with energy bills, weatherization, and youth services.

CACST was chartered in 1965 under the provisions of the Economic Opportunity Act of 1964 as a non-profit corporation. The CACST focuses primarily on Duval, Jim Hogg, Starr, and Zapata counties. It also provides limited services in other Texas counties including Hidalgo, Kenedy, Kleberg, McMullen, and San Patricio.

Most recently, CACST has been honored by the Community Action Partnership with the prestigious 2004 Award for Excellence in Community Action, a National award designed after the Malcolm Baldrige Award.

Mission Statement

The Community Action Council of South Texas will maintain a comprehensive human services network in Duval County, Jim Hogg County, Starr County, Zapata County, and other Texas counties geared to help people to become self-sufficient. To accomplish this, we will work with public and private agencies to mobilize resources and build on the family values that make our communities strong.
